States, Territories, and Tribes were invited to apply in March 2009 for technical assistance through the Implementation Project Request for Assistance (RFA).  This RFA requested a narrative assessment of the current situation, proposed systems change, approach to measuring progress, and operational resources.  Initial applications were received April 17, 2009.

How States, Tribes and Territories were Selected

In collaboration with the Children’s Bureau, a Selection Committee reviewed all applications using an Application Rating Sheet that identified a set of criteria for selection.  In addition, a set of considerations provided by the Children’s Bureau guided the selection process.
